OZONE PARK, Queens (PIX11) — A family now prepares for the funeral of their 19-year-old one a day after officers fatally shot him.

He’d called them minutes earlier, seeking help in a mental health crisis. Also, the day after the tragic incident, police investigated what happened in great detail.

On Thursday, at the scene on 103rd Street near 101st Avenue, a steady stream of detectives, uniformed patrol officers, and crime scene technicians kept coming and going. Often, they’d emerge with evidence that they’d load into the crime scene unit van, which was parked in front of the home. 

It’s where Win Rozario, 19, lived and from which he’d phoned 911 on Wednesday afternoon around 1:40. He’d reported a mental health episode. Two officers responded to his home on the second story of a multi-family building. 

The NYPD said that when the officers arrived, Rozario had grabbed a pair of scissors and threatened them. They used a stun gun on him in front of his mother, police confirm. 

“When a mother, being a mother, came to the aid of her son to help him,” said John Chell, the NYPD chief of patrol, at a news conference in front of the home on Wednesday.

“In doing so,” Chell continued, “she accidentally knocked the tasers out of his body.”

That enabled Rozario to grab the scissors again, said Chell. Who went on to say that the man threatened the officers with the scissors, and the officers shot him. 

Rozario died from his wounds. 

On Thursday, officers from the same precinct as the ones who fired the fatal shots, along with detectives and technicians, were still on the scene into the evening, looking at every detail. 

The victim’s family was not available to talk, but at least one local resident said that people were asking if the police response was too strong. 

The Rozario family are immigrants from Bangladesh. One media outlet that serves the Bangladeshi community in the area, Time Television and Bangla Patrika, reported that many members of the local Bangladeshi community were asking if multiple gunshot wounds in response to being threatened by a pair of scissors was an overreaction. 

A vigil is planned for Win Rozario on Friday at 5:00 p.m. at Diversity Plaza in Astoria, Queens.
